You must have:

• A recognized bachelor's, master's, or equivalent degree in social work from an accredited institution
• A program of study that meets the standards recognized by the Israeli Ministry of Welfare

Pay the required registration fee (currently 303 NIS).

Applicants with foreign degrees may pay:

• Online, or
• At an Israeli Postal Bank

Keep your payment receipt.

Prepare and sign:

1. Application for registration in the Social Workers' Registry	Download
2. Declaration consenting to a criminal background check	Download
3. Professional training form(s), listing each field placement on a separate document	Download

The following documents should be attached to the forms:

• Photocopy of your identity card (Teudat Zehut), including an open addendum slip that is clear and legible – an unclear or illegible photocopy will not be accepted
  • If the identity card is biometric, both sides must be photocopied
  • If the name on the degree eligibility (diploma) is not identical to the name on the identity card, please attach authorization of name change (the identity card slip that indicates the change or an authorization from the Ministry of the Interior)
  • If you do not have an Israeli identity card, use a photocopy of a passport or appropriate certificate, including type of residence permit or visa
• Photocopy of New Immigrant Certificate (Teudat Oleh)
• If the fee was paid at the Postal Bank, include an original receipt from the Postal Bank for registration in the Social Workers’ Registry
• Original documents or certified copies from the institution of higher education where you studied and a translation into English (if necessary) of the following documents:
  • A certificate that indicates eligibility for a degree or a diploma in social work
  • A document that indicates the courses studied and their scope
  • A document that indicates the professional training, including the places you trained, the target population, the period and hours of training in each of the places and whether you had a supervisor (including his/her education)
• Structure of the institution’s official curriculum, including mandatory and elective courses
• CV
• Applicants requesting registration in the Social Workers' Registry who completed their degree abroad more than seven years ago and do not hold a license to practice social work in their country of origin must include a written explanation of their reasons for seeking to practice social work.
• If you have not lived in Israel during the past seven years, attach the original document (or a notarized copy with a certified translation) confirming your criminal record status from the country in which you resided. Alternatively, you may attach a copy of the document and, at the same time, send by email either a direct link to the document issued by the FBI or an apostilled copy of the document.

All of the above documents must be saved in separate files, with each document’s name appearing in the file name.

In the email subject line, include:

• Full name
• Teudat Zehut Number
• Academic institution

Requests submitted that do not follow the instructions will not be processed.

• There is no need to translate documents written in English
• Documents translated into Hebrew and certified copies of documents, must be signed by a notary

Applicants with foreign degrees must submit their application in both of the following ways:

1. By email (sending the same documentation electronically) to [email protected].
2. Postal mail OR drop off:
   1. Postal mail address: Social Workers’ Registrar, Ministry of Welfare and Social Affairs, 39 Yirmiyahu St, POB 1260, Migdalei HaBira, Jerusalem 9446724
   2. Drop off at mail box posted at the Ministry of Welfare and Social Affairs: 39 Yirmiyahu St., Jerusalem, Ground Floor (submit the documents in a sealed envelope), from 7:00 to 18:00

Submissions should include all completed forms, supporting documents (listed in detail above), and proof of payment.

The Ministry of Welfare's Recognition Committee reviews:

• Your university
• Your social work curriculum
• Your supervised field education
• Whether your education is substantially equivalent to Israeli standards

The committee may request additional documentation before making a decision.

Once approved:

• You will be entered into Israel's Social Workers' Registry
• You will receive a registration certificate with a registration number

Only after registration may you legally use the title social worker in Israel.
